It gives me immense pleasure to have taken over as the Principal Controller of Defence Accounts, Bangalore w.e.f 30th Oct. 2014. At the outset, I convey my best wishes to all the officers, staff members and their families.
On 15th May 1982 CDA Bangalore was formed. CDA, Bangalore was entrusted with the Regional Controller's work relating to Karnataka, A.P., T.N., Kerala and Goa Areas including LAOs, RAO and all AAO GE's/BSOs offices therein. Accounts offices of HAL at Bangalore, Nasik, Hyderabad, Kanpur, Lucknow and Koraput and those providing support to R&D organizations at Bangalore, Cochin and Secunderabad were also brought within the purview of CDA Bangalore. The CDA(ORs) South, Madras work was exchanged with the work of Regional Controller, hitherto dealt with by the office of CDA Bangalore during 1989. On 15th January 1995, keeping with the times, reorganization of all functional controllers, as envisaged by a visionary CGDA, was effected and CDA Bangalore became the Regional Controller for Karnataka and Goa Sub Area, in addition to handling the work relating to PAOs and HAL offices. On 18thNov 2009, this office was upgraded to Principal Controller's Office & the office name was rechristened as Principal Controller of Defence Accounts, Bangalore.
As of today, the organisation of PCDA Bangalore includes the 07 PAOs serving almost 1.5 lakhs Jawans of the Corps of ASC South, ASC AT, Military Police, Pioneer Corps and the Regiments of Para, Madras Engineering Group and Maratha Light Infantry. There are 07 Sub offices dealing with the payments of Defence PSUs viz. HAL, BEL and BDL.
With my varied experience in the ministries at various positions and as previous Principal Controller of Accounts, (Fys) Kolkatta in the Dept., I hope to make a positive change in my current assignment.
A journey of success always requires foresight, teamwork and strategy. All the above attributes along with the power of trust, be it within the organisation or vis-a-vis the users/executives, will ensure that the desired outcome is achieved. It is this synergy that will take forward an organisation without compromising on the core mandate as envisaged in the mission statement of the Department. I would like to assure the executives that your trust and co-operation will motivate us to deliver better. It is my endeavour to reach out to all the members of the organisation directly or indirectly and try to fulfill their aspirations, as far as possible from the perspective of the organisation. In this context, I place on record that the doors of my chamber are open to everybody in my organisation, who can walk in without any appointment after 5.00 pm every working day.
I conclude by saying that “What lies around us are small matters compared to what lies within us”. With this attitude and approach we should march forward.
